The longer Russia’s expansionist war and genocidal “special operation” in Ukraine continue, the more the structure of current international relations changes. The leaders of the United States and China have so far only talked about or prepared for territorial expansion: they engage in tough rhetoric, nonkinetic actions, hybrid operations, and saber rattling. Russia, on the other hand, has been using massive military force for more than a decade to expand its territory and population. Moscow is undermining national sovereignty and territorial integrity as the foundations of post-World War II international relations, not only rhetorically, as Beijing and Washington have done so far, but also materially, politically, and pseudo-legally.
